Created Unassigned: Have an option to change frame delay to all frames at once [32]

When I record lots of frames, it's a ridiculous idea to manually go to each frame one-by-one and change the frame delay for each and every frame. Therefore, I think it is a good idea to have a setting to change the frame delay on all frames at once.
