Rated 5 Stars (out of 5) - There are several screen capture to animated GIF tools out there. This is the best one I have found and it's free. This software does not need installing, created animated GIF's and Video and allows full editing of the timeline.
This is excellent software and does the job very well. Running on windows 7 without any hitches - works quickly and the interface is easy to use.
